I don’t know if there’s a changing table or not, but since it’s a government building I imagine there is.
I’ll be honest, I’ve only ever been here because I’ve needed to do something here, so I don’t know if you can just walk in and walk out. But that being said, there’s almost always a lot of people here, and you can probably just walk on without causing suspicion… but since there’s a lot of people, there’s a chance it might be occupied/there’s a line.
