When facing the Palace Pier, to the left there are some steps that take you down to the promenade, and it’s just a short walk along there. Alternatively you can walk a bit further along the upper promenade and there should be a sloped walkway to go down and come back along the lower promenade. However, there is a small step to get through the front door which makes it inaccessible for wheelchair users. As you enter, the toilets are to the right, just past a sofa area.
This is a gaming cafe, you do not need to pay to enter. As this is a social place, I don’t see a reason why you should need to purchase any food or drink before accessing the toilet. There are three gender-neutral stalls and a disabled access one. However as mentioned the step at the front door might be troublesome for wheelchair users.
